P-II or III, 400 mHz or so with 2 good sized hard drives. Add a tape backup unit. Install WinNT (or win2k) on it. You will want firewall software also. Go to Lsoft and either buy a copy of Listserv or get the free Listserv Lite (if lite will handle your needs). You may also need LSMTP. Get an ASDL internet connection and a domain name. There is a service you can use that will be your DNS and will change your IP address in the DNS tables on demand (needed if your IP address is dynamic). Make sure your ASDL ISP doesn't prohibit servers. (If you are not in an area where you can get ASDL, you could look at a cable modem, but they often forbid running a server).
