We don't need any special access other than what you have already.  For me at least, after you create the .list file and the various directories, if you just appended the list name to a file I could do the rest.  Again, this is all triggered from the web interface item
"Server management interface (LISTSERV administrator only)"
and then "Create a new mailing list."
