That's not completely true. There are circumstances when an attached file (a Word document, for example), gets included in the MS-TNEF file, thus getting stripped out by LISTSERV. This took us quite a while to figure out because LISTSERV 1.8d puts nothing into the message or headers to tell you that it has stripped an attachment. I hope that the new version will do that. Of course, MS-TNEF files continue to be unusable by anyone but Exchange users. This is less of a problem for lists internal to an organization when it has a large majority of people using Exchange.
