We have defined a small subset of types of list which we let people create, several default settings for private, public, announce only types of list. We can let some admin staff create these lists, but if the owner wants anything a bit more esoteric well we either step in a help during the creation or if we know the owner and their level of competence we might leave it to them to sort out their own header after creation.
