Why should this be? 1) Email is not necessarily symmetrical e.g., you can subscriber from one address and try to post from another -- this is problematic on private lists 2) the above message may mean You are not subscribed to the LSTOWN-L list on this PEERED list host i.e., on a peered list, subscriber options can not be set at a site that does not contain your options.
