If your site has the management Web pages set up and you know where they are, you can use them whether or not your list has archives on the Web. If your postmaster means that the Web interface is not set up at your site, and will not be set up because none of the lists on your site needs Web archives, then that's their decision. (As a hard-working Listserv postmaster with various other duties I can sympathize with that decision! But in our case when we finally did find time to install the Web interface we found it made things easier for us as well as for our list owners.) The subscribe form is there whether you have archives or not. Finding it is a bit tricky because there is no link to it. Look at the subscribe page for a list that has archives and substitute the list name. Again this assumes the Web interface is there.
