I'm surprised you were able to get it going at all as a virtual server. I tried the same thing on a NT4/SP6a with IIS4 box and LISTSERV didn't like being a virtual web. I've never tried with any previous SP so can't comment on that part. What port is the virtual web running through? I found that if I configured the LISTSERV web to run through port 80 all by itself it was perfectly happy. Chazzozz!!
