I think you're right ... for everything beyond the pipe between client and
ISP.  But that can easily be 28 or 56K and doubling the size of a digest
on an active list (my estimate of what overquoting does) makes a real
difference to those folks.  They aren't the ones downloading the MP3s of
course.
