If I understand, I believe the answer is a qualified yes.  LISTSERV will 
"intercept" the distribution and forward it to the named Editor who then 
can REPLY back to LISTSERV "OK"

LISTSERV-admins (userid@node) have no special posting privs, though 
obviously they can manipulate list headers so that any particular 
restriction can be bypassed.
