Thanks. Sounds like sub-lists are the way to go. We are non-profit and, unfortunately, only have ListServ-Lite running. It doesn't support sub-lists. Other ideas are appreciated. The first list, say LIST1-L has all the subscribers. The second list, LIST2-L has no subscribes but has a "Sub-lists= LIST1-L" header entry. Since this is just an announcement list, that is probably all you have to do.
