Maybe I've misunderstood the original question, but you would only need to set the students to NOPOST if they were not the only list subscribers, and the intent was to allow all subscribers other than the students to post to the list. If the students are the only subscribers, why bother with setting users to nopost, having editors, etc.? If you want an announcement list to which only one or two people (who are the list owners) will be posting, why not just have: Send=Owners in the header of the announcement list? If you want a limited group of folks to be able to post to the list, create a separate, closed list, subscribe them to it, and put this in the header of the announcment list: Send=(listname) ...where listname is the name of the list of folks authorized to post. I really hate to disagree with Valdis but POST, like REVIEW, can only be set/unset by the List Owner. The subscriber cannot change this by themself. The user could unsub/resub to attempt to clear it, but if you add the header line * Default-Options= NOPOST then this option is automatically set for all new subscribers and even the unsub/sub trick will not get around the setting.
