So the same thing occurs when I send the NOMAIL command: There is no subscription for *@* in the LITIGATION_PBA list with the options NOMAIL. You would have to set the subscribers to MAIL: QUIET SET L_P MAIL FOR *@* but you also might want to find out why they were set to NOMAIL.
