You're requirements are mutually exclusive.

* Public archives do not require an email address *at all*.  This is as
it should be.

* Filtering works off of email addresses.  Now it might be good to have
an allowance for it to work utilizing IP numbers (wildcards allowed),
but to my knowlege, there are no plans for this.
