I see this all the time from Notes servers. If the message is being truthful and accurate, then a possibility may be that the user is configured as an internal user address that does not accept messages from the Internet. We used to have GroupWise and you could configure a user's "visibility" to be None, Post Office (server), Domain, or System. If the user's visibility was not set to System, then the user would not be able to receive email from the Internet.
