Now that you mention it I do see a file on your FTP server a file
that does mention common.tar.Z is needed.

Perhaps if you named it README.TXT, INSTALL.TXT, README.1ST, or
included a quick blurb in the tarballs like Linux.tar.Z that you
must read and understand what is in that file more people *would*
read it.  I didn't realize this file existed and with a name
like u-install.memo which is obvious after you think about it for
a bit but which is so unconventional for someone that has been
around Un*x for any period of time (18+ years for me) that many
will never think to look there for instructions on what is needed
in addition to the tarball they just downloaded.
