The usual cause is a site running a mailer so dain-bramaged that they fail to understand that they need to look at the RFC821 MAIL TO: header, as for mailing lists the RFC822 To: field is often the listname rather than the mailbox of the recipient. Do not encourage them by trying to cater to them.
