Yes, but only if:

1) if the person is NOT served off;

2) does NOT have their subscriber options set to NOPOST;

3) the list is setup to be SEND=PUBLIC;

4) if the list is setup to be SEND=PRIVATE and (s)he is sending from THAT
subscribed address;

5) if the user's mail system is not blocked

6) that they post to the correct list submission address
