This has happened to us, twice, for different reasons. In both instances, LISTSERV was not at fault. Rather, the mail server was the culprit. In the first instance, the internal network connection from the server on which we have LISTSERV installed to the server on which the mail server is installed, was broken. LISTSERV was processing the mail, but it was not reaching the mail server. In the second instance, all the list mail was "stuck" in the mail server's spool. A check of the logs and a restart of the mail server got things moving again.
