There are two kinds of moderation: one where the moderator has the chance
to edit the original and RESEND; the other a simple OK to a cookie
confirmation w/o the ability to modify the original.  SEND=EDITOR allows
non-subscribers (and viruses) to cause the moderator to have deal with
things that most rather not.  SEND=PRIVATE is more suitable but then more
options must be set to further permit/restrict.
