The welcome file says that subscription to the listserv is a benefit of
paid membership in the association. The header on the archives notes
that they are only open to subscribers/members (although Listserv
enforces this via cookies and passwords). 

The association headquarters staff "qualifies" subscription requests by
checking against the paid-membership database.

Listserv postings differ from email in that I don't usually email to
over 1100 recipients. Now all these list recipients are members of the
same association as me, but they may have different ideas about
privacy--that's what we're trying to get at somehow.

Anyone who absolutely depended on the agreement w/o a signature is
asking
for trouble.

Also,  accidents happen e.g., email is sent to the wrong correspondent.
