Actually, according to the LISTSERV 1.8e Site Maintainers Manual, the Send= keyword needs to have Semi-Moderated in it for the 'Urgent:' mechanism to work. For example: Send=Private,Semi-Moderated -or- Send=Editor,Semi-Moderated In 14.3 there is even tighter controls on how the Send= keyword is implemented.
