ALL-REQUEST is expanded by LISTSERV to include all list owners of all the lists on your server. Note that ALL-REQUEST should only be used in emergencies, or when all list owners need to be informed that something is happening, such as a migration from one server to another. For general news it is probably better to create an administrative mailing list for your list owners rather than to use ALL-REQUEST.

Perhaps referenced as a BCC: in case someone does a REPLY-ALL; make sure you tell the recipients why they are receiving it (they may not know that they are actually a list-owner e.g., they may be "quiet:"), why you are broadcasting this to all list-owners, who to contact if they have a question, and finally how to drop from being a list-owner.

YMMV.
