To answer first the question: No. You might be able to use the .CC directive in the response templates to CC the list owner. To answer the second question: you need to use ".QQ" in the list templates that generate these rejection messages. The specific template depends on which message you wish to suppress. You need to edit the affected templates for each list that you wish to prevent sending these messages.
