That sounds like a bug. Is it safe to build a configuration that relies on it? Yes, they have not been confirmed by the originator. And yes, they are not "presented" to a moderator, either, UNLESS said moderator explicitly desires and requests to see them. In this context, the "originator" is "a moderator" in the sense that they have been asked to verify a pending message. Thus, when some other moderator marks the "All Moderators" option in the web interface, THEN they are able to see the pending unconfirmed messages. I consider this A Very Good Thing, not a bug. Perhaps an LSoft representative will chime in here soon and confirm it is Working As Designed and promise to preserve this behavior in future versions.
