Only the Listserv admin can set them up, not an "ordinary" list owner.

I've never used the wizard, but the line in the configuration looks like

Sub-lists= lista,listb,listc,....

And sub-lists can be made up of sub-lists, so you can construct a deep
hierarchy of lists. It's pretty cool, and very useful.
