Unfortunately, that's still one of those "What number did you want?" things - the list of users who *have* a personal password, or the ones that did it *via the web interface* as opposed to via e-mail? (And yes, the second list may in fact be very interesting if you're trying to evaluate relative usage of the web and e-mail interfaces). (Often, a quick summary of the problem you're trying to solve helps a lot. "We're trying to contact all our users with personal passwords and tell them about our new password requirements" is a lot different than "We're trying to figure out which of our user groups prefer the web interface and which like the e-mail interface"...)
