As has been beat to death this also disallows legitimate changes, the most
important of which is voluntarily unsubscribing.

The alternatives mentioned such as intentionally locking the header and
such are much better.  A list set to CLOSED could have a custom message
sent indication where (if anywhere) the user could subscribe instead.

List Owners are, by design, in firm control of their lists.  If they ignore
you policy, then they should be dealt with directly.  ListServ just doesn't
have that fine grained of access control, nor really should it, you list
owners should be responsible for being your right hand when it comes to
implementing site policy.
