I'm not that familiar w/ Exchange but my understanding is their mailing lists are simply a list of addresses that can be referenced with one label. A message sent that label is delivered to every listed in the group. Exhchange mailining lists are fine for what they do. Think of all the features on ListServ, then see how Echange handles it. Does Exchange allow individuals subscribe to lists on their own? Archives? One way lists? Moderation? Review?
