Looks to me like it's working as designed. It received repeated bounces from this user during a 14-day window, so it auto-deleted the user. Max(500) isn't in play at this point. Personally I run my lists tighter than that -- Delay(5),Max(50) -- so that a random bounce every couple of weeks doesn't cause a problem, but so that a closed or badly-broken account gets auto-deleted sooner.
