Its not the filename specification (as in *.PDF on a computer) but its
a MIME description type, which is in two parts.

Such as text/plain or text/html are two example MIME types.  MIME is
used by email and web systems to determine the type of data coming
over the connection. Since PDF is an application file format, its
defined as application/pdf

Click on application, then click PDF, and you'll be taken to RFC 3778,
which has more then enough information for anyone sending PDFs over
email or web. :)
