Thank Pete,  but it seemed not the case.  From ListServ log, user posted
same HTML email to two lists:

[log in to unmask]
23 Oct 2012 14:42:57 -> Removing unwanted MIME message parts...
23 Oct 2012 14:42:57 Processing mail from [log in to unmask]
for INTLALL
23 Oct 2012 14:42:57 Distributing mail ("INTLALL") from
owner-intlall@NEWLISTS.SSCNET.UCLA.EDU...

It was ListServ which removed MIME.  And once again, both lists are the
same, and users could post to both lists with HTML - except
[log in to unmask] posted to INTLALL.

I just realized that I should check the log.
