Thank Pete,  but it seemed not the case.  From ListServ log, user posted same HTML email to two lists:

23 Oct 2012 14:41:55 Processing mail from [log in to unmask] for ISRAEL-STUDIES-NEWS
23 Oct 2012 14:41:55 Distributing mail ("ISRAEL-STUDIES-NEWS") from [log in to unmask]...

23 Oct 2012 14:42:57 Processing file 244352 from [log in to unmask]
23 Oct 2012 14:42:57 -> Removing unwanted MIME message parts...
23 Oct 2012 14:42:57 Processing mail from [log in to unmask] for INTLALL
23 Oct 2012 14:42:57 Distributing mail ("INTLALL") from [log in to unmask]...

It was ListServ which removed MIME.  And once again, both lists are the same, and users could post to both lists with HTML - except [log in to unmask] posted to INTLALL.

I just realized that I should check the log.

Thunderbird can strip HTML based on address book parms per entry which interacts with Tools / Options
/ Composition / General / Send Options.

Don't know about other MUAs.
