No. When creating a list you must have the entire header and (optionally) subscribers in the PUT command. But I wouldn't do this that way anyway. These would all be plain text files but named xxxxxx.list, Then copy these into the ~\LISTSERV\MAIN (Windows) or ~/listserv/home (unix) directory and restart LISTSERV. It will protest mildly and then convert the text files into the necessary binary format. Voila! You will have all the lists created with all the subscribers intact.
