We went through this debate a few years ago, the outcome we came up with
was:
* Allow JPEG and JPG attachments only
* Allow HTML

Later LISTSERV versions understand JPG and HTML correctly and digests and
attachments are stripped leaving readable plain text. The earlier versions
show the encoded gibberish in the digest.

The Word HTML issue isn't as prevalant at home as it can be in corporates,
and Outlook since 2007 doesn't default to using Word as an editor anymore.

As always, it will depend on your specific user community.
