For tracking down delivery issues, I love the SMTP header parser at http://mxtoolbox.com/EmailHeaders.aspx . It makes reading SMTP headers so much simpler and shows where the delay is very clearly. We have both emergency and several informational email alerts for the different campuses which totals about 110K email subscribers as well as tweets and text messages for those who prefer those methods.
