Service= defines an area or areas outside which subscription requests are not accepted.  It has nothing to do with posting.

To restrict posting, I would be more likely to use something like

Send= *@*.university.edu, *@university.edu

Send= *@*.another.edu, *@another.edu

Send= *@*.last.edu, *@last.edu

That would restrict posting privileges to only addresses from those organizations.  Of course that doesn’t account for the possibility of a From: address being spoofed, so I’d probably also tack

Send= Confirm

at the end if I wanted to force confirmation before allowing the post.  It sort of depends on what kind of a list you’re talking about, I guess.

Subject: local= / service= local

We have a few lists whose configuration includes a block of "local= " stmts:

local= *.university.edu,university.edu

local= *.another.edu,another.edu

...

local= *.last.edu,last.edu

After this comes

Service= local

Confidential= Service

The list I am having problems with right now also uses

Send= Public

(it is a list used to notify a group about certain problem which might arise anywhere)

And they are getting spam.  Of course neither the "From: " nor the "Reply-To: " are in the local list.  Does "Local" simply control the visibility of the list or can it filter addresses?  On rereading the site managers manual, it would not seem to be able to do the latter.
