There’s a bug (I think it’s a bug anyway) that was introduced in Listserv 16 where the list name and the directory name for the archives need to be exactly the same or this error will occur. I don’t know if that’s your issue here or not.

The odd thing is the directory structures are there and you can see the file name in the directory.

indicates that the C:\LISTSERV\LISTS\DL-WP-EMEA-SALES-EXTENDED\ directory doesn’t exist, although the mailing list is configured to use that directory to store its archives. Since recording a copy of the message in the archives is an integral part of the posting process, that process fails and LISTSERV generates the error.
Creating the directory, or changing the mailing list’s ‘Notebook=‘ setting to point to a location that does exist, should allow you to successfully free the mailing list.
There isn’t a way to configure LISTSERV to ignore these errors.
