​Thanks, Ben for the much more complete response.   One of the reasons I like NOPOST for announcement lists is that I have a number of lists where the owners are subscription maintainers and are not configuration-owners.​  Besides, those lists do not exist for a list owner or site admin to post.  Having a post from the Listserv site admin, inadvertent or intentional would be "bad", unless authorized (in a political sense).

On the other hand, I don't think you are suggesting that being an owner or site admin gives one the (Listserv) authority to post. At least that's my hope and expectation.  My email (as site admin) to new owners suggests adding subscriptions for posters (unless posting is open to a wider audience) and owners, as it's not obvious to some that one can be an owner without being a subscriber.
