This command must be issued by an address that is specified as a site administrator (LISTSERV postmaster). If it is issued from a non-administrator address, the server will query only those lists for which the address is specified as an owner. You can verify this by issuing the command with a valid listname for which the address is not an owner. The server will respond that you are not an owner of the list.

I just now figured out how this does actually work. The page appears to be for managing one's own personal subscriptions, but you can enter any subscriber's address and leave "Show LIsts" box empty. For a listowner, this will show all lists any subscriber is subscribed to.
