hanks, that did it. The users was soft served out. I suspected that someone may have accidentally selected the wrong drop-down option from the moderator web interface (drop and serve off).

 

I suspect the user turned his vacation program on and Listserv got sick of all the stuff it was receiving from them that it could not understand (and served the user off).
