There is an LSOFT whitepaper here: http://www.lsoft.com/resources/whitepaper.asp about moving LISTSERV to a new server. Moving lists is a subset of that process. Logically it's relatively trivial when both hosts run the same software: the Site Administrators copy the files from one host to the other and make necessary adjustments to directory paths in the list configuration. There's even a New-list keyword available https://www.lsoft.com/manuals/16.0/listkeyw.html#kNewList to make things easier for subscribers after the transition.
