Are they logged in and authenticated as the registered Owner's address?

Hi,

We are on ListServ 15.5 (and I've just inherited site admin responsibilities, having never seen this product until now). My goal is for the List Owner to be able to add other people as owners.

I have created a List with the following List Header (email addresses have been changed for privacy):

* Subscription= By_Owner
* Owner= [log in to unmask],Quiet<mailto:[log in to unmask],Quiet>:
* Owner= [log in to unmask]<mailto:[log in to unmask]>
* Send= Private
* Ack= Yes
* Review= Owners
* Notebook= Yes,D:\LISTSERVWWW\archives\LAS_VEGAS,Monthly,Private
* Change-log= Yes
* Notify= No
* Attachments= Yes
* Confidential= Yes
* Exit= CHECKIMIS
* DBMS= Yes
* Reply-To= Sender
* Configuration-Owner= Owner([log in to unmask]<mailto:[log in to unmask]>)
* .HH OFF
*

Using the List Configuration - List Maintenance tab, as the site admin I can add other Owners.

ISSUE: However, the person I've made as an Owner and the Configuration-Owner, cannot add Owners.
When they add an email address to the Owner textarea and click Submit, they get the following error:

You are not authorized to change the configuration of the LAS_VEGAS list.
The Configuration-Owner= keyword specifies who is authorized to change the configuration.

The problem is that this person is indeed listed as the Configuration-Owner.

What am I missing?
