It’s ultimately just a text processing exercise, so the answer should be “yes”. The LISTSERV archive format is documented:

It should be possible to write a script to convert whatever you’ve got now into LISTSERV notebook format. That could be easy or hard, depending on what export format you got from Lyris Listmanager.

Subject: Import archives from Lyris

Good morning folks
We’ve moved a list that used to be hosted on Lyris to our site. We’re on version 16.0. Is it possible to import the archives from Lyris to LISTSERV 16.0?

Thanks
