Each list can have its own MAILTPL file e.g.,
LSVSRV-L MAILTPL
This is a text file that has one or more sections that refer to
different "exits" for listserv processing of list distributions.
The section to which you are referring is called BOTTOM_BANNER.
I would look for more info in the LISTOWNER'S MANUAL.
