That's right number, and it refers to the headers used by USENET. While putting the list name in a Newsgroup: header would solve some problems, I suspect it would cause others, particularly where people have written RFC822 specific mail handlers, which complain about invalid (i.e., not in RFC-822, and not X-) headers.
