No, the problem was not just with mail from local PROFS users. The mail was from non-PROFS sites to our local LISTSERV. With LOCAL 1 PROFS in our Mailer MAILLCL file, a subject line was being appended to incoming mail, which generated the LISTSERV error message. Removing the PROFS option solves the problem for subscribers, but angers local PROFS users. The //EOJ statement is what I was looking for.
