This is a test server, which cannot and should not be registered because it does not "speak" for the PUCC node when it broadcasts information about its local lists - it only speaks about the setup of the test server at PUCC. Test servers ought to be configured to talk to a separate RSCS, placed in debug mode, or otherwise made not to try to broadcast information on the production network in whatever way seems most appropriate, but nothing serious happens if this is not done.
