In reply to Stephen A McFadden, I would concur on the insider aspect of what was happening. For a long time, it was clear that the damage was being done by someone who was both internet expert and probably telecommunicaitons and security expert. My first reaction was to say nothing because I thought it was a way of testing the robustness of the system as a communication system, but if that were the case the testing would stop and the legislators would not introduce bills to stop their own testing. It is certain that whatever group this is, is firmly entrenched in the US IS system both private and military probably from what I could gather from the connections between disruptive events.
