For a particular list that I co-operate, I used to unsubscribe
users that bounced (who met my personal algorithm) instead of
setting them NOMAIL (due to the fact that those users usually
would broadcast a message back to the list when they realized
after about a week of not receiving 100 messages that something
was amiss :-().

With the latest version of LISTSERV (1.8b), a list-owner option
of NOPOST is provided. Now what I do is

SET listname NOPOST NOMAIL FOR userid@node

Remember that NOMAIL does not cause the DIGEST/INDEX option to
be forgotten, so that when/if you are ready to return this user
to normal service i.e.,

SET listname POST MAIL FOR userid@node

the actual distribution option of either MAIl, DIGEST, or INDEX
is restored.

NOPOST prevents the subscriber from posting to the list. They
can not negate that option.
