Pete Weiss's suggestion looked good to me--
 
* Send= Private
* Default-Options= Review
 
Then set all current subscribers to Review with a
 
QUIET SET listname REVIEW FOR *@*
 
That will do it...I've just spent 5 minutes testing it to make sure.
